Provision of Vital and Strategic Consumables for Patients:

In line with Article 3 of the Law on the Formation of the Board of Trustees, this institution has various operational chapters on its agenda, one of which is the provision of vital and strategic consumables needed by patients hospitalized in medical centers affiliated with the country's universities of medical sciences. These items mainly include cases that, in the absence of these items in time and the failure to provide timely treatment, are accompanied by the risk of threatening the lives of patients.
 
It is worth mentioning that most of these consumables lack a domestic or knowledge-based production equivalent, therefore, there is a need to supply them from the production of foreign manufacturing companies. For this purpose, HOA, in the form of a facilitating and coordinating governmental institution, as a link between service recipients (patients hospitalized in medical centers) and suppliers of goods (manufacturing companies of consumable items), without entering the field of management, while complying with the requirements resulting from the Tender Holding Law, through holding competitive processes (mainly tenders) and attracting the participation of private companies representing manufacturing companies, takes action to supply these goods at the most appropriate possible price and the best achievable quality. This method of supplying goods by the Board of Trustees, by reducing the total cost of treating patients, actually leads to the realization of one of the main operational chapters of the health system transformation plan, namely "reducing the amount paid by patients." It is noteworthy that due to the high base price of some of these types of goods, the entry of the Board of Trustees in the discussion of their supply to balance the price of these items and provide a basis for patients' access to these treatment facilities is necessary, and the non-entry of the Board of Trustees in the discussion of their supply, in practice, leads to the deprivation of a large group of patients from receiving treatments that include the use of these items.
 
Vital and Strategic Consumables needed by Patients that are provided by the Board of Trustees, mainly include the following:

  • Cardiovascular equipment consumables: various ICDs, pacemakers, oxygenators, cardiac cannulas, heart programmers (Ventricular Assist Device), hemofilters, various mechanical and biological valves, Tavi valve, various heart valve repair rings, catheter balloon pump, vascular grafts, aortic grafts, guiding catheters, cardiac balloons, IVC filter, various cardiac blockers (VSD, PDA, ASD), clot suction catheter and cardiac items for angiography, angioplasty, etc.
  • Transplant: cell collection sets, plasma collection sets, blood anticoagulant solution, transplant solution such as: UW solution, IGL solution, custadiol solution, perfadex solution, etc.
  • Neurology: DBS, SCS, SNS, VNS, etc.
  • Gastrointestinal and Urology: metal stents and esophageal stents, biliary stents, sphincterotome, dilator, stone removal balloon, gastric PEG, cholangioscope catheter, FNA and FNB needle, polypectomy snare, achalasia balloon, etc.
  • ENT: cochlear implant prosthesis and processor, etc.
  • Eye: radioactive plaques (radioactive source), optisol solution, decaline, silicone, corneal blade (eye surgery knife), etc.
  • Other: various permacaths (hemodialysis catheter), dialysis filter, gamma ray indicator, etc.
The Board of Trustees annually provides 7,000 units of various cardiac ICDs at a price about 56% cheaper than the market price, provides 5,000 units of various cardiac Pace Makers at a price about 50% cheaper than the market price, and provides 30,000 units of various oxygenators at a price about 85% cheaper than the market price for treatment centers.
