Tenders Unit of the Board of Trustees
The Board of Trustees for Currency Savings in the Treatment of Patients is a non-governmental public institution that is obligated to comply with the laws and approvals of the Islamic Consultative Assembly and the regulations notified by the esteemed Minister of Health, Treatment and Medical Education.
This board always creates a competitive environment among suppliers of goods by holding a legal tender process based on clause b of Article 1 of the Tender Holding Law, as well as the aggregate purchase of items, which ensures that prices are managed and the supply of goods is provided without financial resources for the country's universities of medical sciences.
The Tenders Unit of this board has been established since 1390, following the Tender Holding Law and with the aim of creating healthy competition among participants, aggregate purchasing and price reduction, and considering security issues and preserving companies' information.
Due to the huge volume of purchases of capital equipment and strategic consumer goods to meet the needs of the affiliated medical centers of universities across the country (holding about 200 tenders per year), the Tenders Unit has always tried to cooperate with other units, including commercial, legal and financial, in the shortest possible time to complete this important task in the best way.
Conducting transactions in the government's electronic procurement system
The Tenders Unit of the Board of Trustees, by providing a suitable platform to create a healthy competitive environment for all domestic producers and foreign companies by holding public tenders, has led to the purchase of goods with the best quality, the highest existing standards and the lowest possible price, that no company or institution in the country has the power to compete in this field with the Board of Trustees.
Pursuant to Article 9 of the Sixth Five-Year Development Law, Article 50 of the Law on Permanent Provisions of Development Plans of the Country, Note of Article 169 of the Direct Taxes Law and Article 1 of Approval No. 16145/T 3525 dated 1396/2/16 of the esteemed Council of Ministers in line with the general policies of the Resistance Economy, creating financial transparency, fighting corruption, establishing a healthy competitive environment and economic justice, all executive bodies subject to clause b of Article 1 of the Tender Holding Law are obliged to conduct all their transactions, including purchase, tender and auction, in the government's electronic procurement system (SETAD).
In this regard, the Board of Trustees is no exception to this law and has proceeded to hold tenders through the government's electronic procurement system (SETAD).
Due to the limitations in the SETAD system, currently only domestic production tenders are held through the SETAD system.
How to inform about tenders
Information about the Board of Trustees' tenders will be done through publishing advertisements in widely circulated newspapers (twice), the National Tenders Database, the official website of the Board of Trustees, and also social networks.
All medical equipment companies, both domestic and imported, provided that they meet the tender conditions, have the possibility to enter the tenders of the Board of Trustees and can prepare the documents of domestic production tenders through the SETAD system and tenders for the purchase of imported equipment that are not similar to domestic production by visiting the tender secretariat in person, and after studying the documents, if any questions arise, participate in the site visit meetings of the tender and take action to resolve the existing ambiguities.
The price envelopes of domestic production tenders are uploaded in the system and imported tenders are received by the security and kept in completely secure conditions until the time of opening the price envelope.
The meetings for opening the envelopes A (guarantee), B (technical specifications) and C (price) are held in the first and second stages of each week with the presence of the members of the tender commission, the security representative and the respected representatives of the supervisory institutions, including the representative of the National Inspection Organization and the representative of the Performance Evaluation, Inspection and Response to Complaints of the Ministry of Health and the authorized representatives of the tender participants, and all stages are shown transparently to all members and invitees.
Following the holding of tenders, the Board of Trustees has prevented the uncontrolled outflow of foreign currency to meet the country's needs in the health sector, while supporting domestic producers and controlling the price of goods in the domestic market.
